ORGANIZATIONAL SUMMARY:

University Scholarships & Financial Aid Services is responsible for coordinating and administering all student financial assistance awarded to USF students, in compliance with Federal, State, and Institutional regulations and guidelines. The office is the main point of contact for all financial aid program information for current and prospective students and parents. The office is responsible for: coordinating and managing the awarding and disbursement of over $400 million in financial aid funds on an annual basis; interpreting changes to federal, state, and institutional regulations and translating the effect/impact to students and parents in a manner they can understand, particularly first generation students; providing an array of financial aid support options for students and their families; and providing oversight to monitor the entire process to ensure institutional compliance with federal and state laws and regulations.

POSITION SUMMARY:

This position interprets changes to federal, state, and institutional regulations in financial aid and translates the effect/impact to students and parents in a manner they can understand, particularly to first generation students; analyzes and authorizes changes to the need analysis calculation; exercises professional judgement to determine if an adjustment to data affecting aid eligibility is required; demonstrates a detailed knowledge of all aspects of the financial aid process, financial literacy, eligibility issues and possible exceptions for extenuating circumstances; anticipates and resolves problems which may delay the disbursement of financial aid funds; provides individualized counseling services in person and by phone to students, prospective students, and parents; participates in Financial Aid outreach activities including recruitment and other outreach events for student, staff, parents, and the community at large.

This position requires access to restricted federal databases, such as the National Student Loan Data System (NSLDS). Individuals with a history of defaulted federal student loans are ineligible for access and cannot be considered for this position.


RESPONSIBILITIES:

Advises/coaches current students, prospective students, and parents on the various options regarding educational financing, including budgeting and resource planning. Advising occurs both in the lobby and in the advisor's office. Demonstrates a detailed knowledge of all aspects of the financial aid process, eligibility issues, study abroad and transient processes, and possible exceptions for extenuating circumstances. Anticipates and resolves problems which may delay the disbursement of financial aid funds. Requires strong and effective communication skills, and a clear understanding of federal, state, and institutional policies and procedures to provide guidance or coordination of other services from other departments.

Provides leadership and manages lobby services to offer quality customer service. Supervises counter and lobby services and determines need for additional resources, training, staffing, etc. Intervenes to assist with unruly customers when necessary. Provides lobby assistance with completing online applications and forms. Assists customer in understanding the need for information requested from them. Ensures federal financial aid privacy restrictions are followed.

Independently interprets and applies federal, state, and institutional policies and regulations in the review of confidential information from applicant records. Adjusts awards and loan records in compliance with federal regulations. Demonstrates knowledge and understanding of federal and state privacy regulations, including those specifically related to financial aid, and its application in the review of files and advising students.

Analyzes and evaluates information to determine professional judgement exceptions that can be made to need analysis data resulting in changes to student eligibility. Verifies applicant information from documents submitted and determines when additional information is needed. Authorizes and executes changes to need analysis data and determines changes to student eligibility. Makes independent awarding decisions utilizing student and parent information.

Researches and formulates responses to phone, e-mail, and written correspondences from students, prospective students, and parents that require an individualized and specific response to complex issues that may require extensive research. Requires a clear understanding of federal, state, and institutional policies and procedures to provide guidance or coordinate other services. Performs other duties as necessary to assist during peak periods and during periods of staff shortages.

Assists in office outreach activities, which include: providing information and guidance to student and parents regarding the financial aid process. Provides lobby services for admissions recruiting, and orientation events. These events may require providing services after normal business hours or weekends.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor's Degree in an appropriate field with a minimum of one year of experience in advising or related academic functions within higher education. Work experience may not be substituted for the Bachelor’s degree requirement for this position.

PREFERRED:

One year of current (within the last 3 years) financial aid experience administering federal and/or state financial aid in a financial aid office. One to three years of Title IV Financial Aid and supervision experience is preferred.
